    Kramer is an American musician, composer and record producer who emerged from the New York underground in the late 1970s and early 1980s, working primarily within experimental rock, psychedelic pop and lo-fi indie genres. He developed a collage-like production approach and founded the independent Shimmy-Disc label, leading several projects that blended avant-garde noise, psychedelic elements and singer-songwriter material while also producing and engineering recordings for other alternative acts.
